Existing Experiment Templates in Signals Notebook cannot be renamed even after their Name attribute is not Read Only anymore

Details: If an experiment template was created while its Name attribute was read-only, the template can never be renamed. After an Administrator removes the read-only setting from the Name attribute in the system template, only new templates created after this point, can be renamed.
