Possible reasons why the Filter To/Filter Out options show as disabled.

This article talks about possible reasons why after marking some rows on a visualization; followed by Right click >> Marked Rows >> Filter To/Filter Out options are shown as disabled. Possible reasons:

1). If the data is kept external, i.e, coming from some IN DB Connector and kept as external.

2). If under the Data Table Properties >> "Manage filter Manually " the radio button is selected. Since Filter To / From needs to be able to create filters, it will disable these functions if "Manage manually" option for filter is selected.
