TIBCO Spotfire Installed Client has display, layout, or border issues when Windows display scaling is not the default 100%

When running Windows 7 or Windows 10 with non-default text scaling of 125% or 150%, the embedded browser's devicePixelRatio will be modified causing a number of potential issues.

• Dragging splitters to resize visualizatyions does not work.
• All Forms based popovers like axis selectors and context menus are in the wrong place.
• Layout is does not look the same in the two browser implementations (windowed and off-screen).
• Start page layout is not centered.
• Dialogs have incorrect spacing/alignment.
