Error while validating ActiveSpaces in the set up of TIBCO Spotfire Server clustering

While installing ActiveSpaces and "Enabling secure transport for ActiveSpaces", there is a command to validate ActiveSpaces by creating a security token by entering the following command:

as-admin> create security_token domain_name "AS-DOMAIN" policy_file "C:/tibco/tss/version/nm/trust/as-policy.txt" token_file "C:/tibco/tss/version/nm/trust/mytoken.txt"

You may get the following output:

SYS_ERROR <action_failed - 
    Failed Command: connect security_token "D:/tibco/tss/7.8.1/nm/trust/mytoken.txt" name "spofire" discovery "tcp://192.168.11.2:5701" connect_timeout 30000
    Cause: action_failed
    Message: connect timeout

  To resolve, confirm that you are using the required version of ActiveSpaces as per the System Requirements and documentation. For example, TIBCO Spotfire Server 7.8 requires ActiveSpaces version 2.2.1 . If you use an older version such as 1.6, you may see the error above. 

Additionally, ensure that:

• The TIBCO Spotfire Servers can successfully ping each other.
• The port is not blocked by any firewall.
• The TIBCO Spotfire Servers are running.
