Experiments created in the shared notebook with write access cannot be moved

Creator could never Move, previously only Owner can move. Now Owner essentially became Owners, which Signals notebook call users With Full Control. Creators could always Sign, not move. Now Creators can optionally sign. If creator wants to move the experiment , they should be given Full control on the notebook.
