Signals Notebook: When trying to create a new experiment, users are getting "You do not have access to the options for this metadata. Please contact your administrator." error message

Users need to pick a value for all Required Fields (e.g. Organization). If they can't, administrator needs to check if the affected user group has access to any attributes (available values) in the attribute list (e.g. Organization) above the error message.
