While using the Hotkey '0' ,ChemDraw 21.0 creates a bond with twice the length while the hotspot is over the ring

This is the intended behavior for version 21.0.0.28.

Pressing "1" should sprout a normal-sized C-C bond, and "0" a 75% longer C-C bond.

This facilitates appending rings that have 1,2 substituents on them without the substituent connecting to nearby atoms.
