When user clicks "Dismiss all but starred" button, don’t clear all notifications if many notifications exists ?

As per the current behavior system will only dismiss 100 notifications at a time, but also immediately refresh the notification pane so it shows the next batch.

For example , If we have 101 notifications, select dismiss, and see that a single remaining notification will still present in the notifications pane after dismissal.
