Signals Notebook: Move option unavailable for Closed or In Review experiments

Description

 The 'Move' button is not available in the 'Actions' menu for 'Closed' experiments

Cause

Closed experiments are considered read only by the system and can not be moved from the UI or the API.

Solution

Reopen the experiment to allow modifications.
