Signals Notebook: Inventory Admin users bypass Inventory Security group associations

After the Signals Notebook 23.5 update the "Inventory Admin" role has been modified to provide the role with the ability to manage the Inventory application as a full administrator would.

It is recommended to create a separate User Role for Inventory Administrators, if limiting the access by "Inventory Security" is needed.
