Signals Notebook: Is it possible to create a new Plate annotation Layer via API

Details:

From UI, users can add new Annotation layer to the plate by clicking on "Add Annotation Layer" as shown in screenshot below:

But as per current design, the system does not support the creation of new Annotation layers for Plates via API.
