Signals Notebook: Unable to access both 'Approve' and 'Accept' options simultaneously when reviewing an experiment

As per the current application design, it's intended behavior that either "Accept" or "Approve" is enabled when toggling the "Approve" option in privileges, as indicated in the screenshot provided.

• Enabling the "Allow Approve" option allows the reviewer to see only the "Approve" option during experiment review.
• Disabling the "Allow Approve" option allows the reviewer to see only the "Accept" option during experiment review.

This configuration was implemented based on user requests. The purpose was to prevent unintentional "Accept" actions, which would prematurely close the experiment object, on items that should be "Approved," thereby ensuring that the correct workflow path is followed.
