Signals Notebook - Locked Spotfire file does not allow experiment to be signed

When signing an experiment, the user gets an error "No action allowed". This also happens to administrators.

Solution: this normally happens when there is a locked Spotfire file attached to the experiment. The files needs to be unlocked to complete the signing process.
