Signals Notebook: As an Administrator how can I see all the experiment templates created by the users in the tenant

Description: Only the personal templates created by the user can be seen from the 'Templates' smart folder in the user name dropdown menu, but as an Administrator I want to see all user created templates.

Solution: There are two options for an administrator to be able to see other user's templates:
1. The user shares the template with the Administrator
2. The Full Control policy is enabled for the Administrators group
