Signals Notebook: As an Administrator how can I see all the experiment templates created by the users in the tenant

The personal templates created by users can be seen from the 'Templates' smart folder in the user name dropdown menu.

Solution: There are two options for an administrator to be able to see other user's templates:
1. The user shares the template with the Administrator
2. The Full Control policy is enabled for the Administrators group
