Solution:

Yes, new fragments can be created by an administrator user in Registration following these steps:

  1. Log into Registration with an administrative user e.g. t5_85
  2. Go to 'Customize Registration'
  3. Select 'Manage Customizable Tables'
  4. Select 'Fragments' from the dropdown menu
  5. Click 'Add'
    1. Draw the Structure
    2. Select the Fragment Type
    3. Enter a Code and a Description
    4. Click Get Molweight and Get Formula
    5. Click 'Add'
