There are multiple configuration changes to be taken care of. Please refer to our "E-Notebook 18.1.1 Installation Guide.pdf" for detailed instructions:

"2.4.3 Prerequisites for Configuring FIPS" (pp.10-11)

"2.4.6 Updating OracleConfig.xml for Enabling FIPS" (p.15)

"2.6.4.3 Updating UserConfiguration.xml for Enabling FIPS" (pp.23-24)

and so on. Just search for "FIPS" across the document.
