Possible causes for a user not to get a User Configuration created in their home collection when they log in for the first time.

1) The listener that is responsible for creation of the User Configuration the first time a user longs in is either missing or its configuration doesn’t point to a readable User Configuration collection in the system.

2) If the listener is in place and configured as desired, then the User Group for which the user is a member doesn’t contain User Configuration collection.

3) The User Group doesn’t have a Readable User Configuration collection. By that I mean the User Configuration collection should have read access privileges by the group on the Group’s User Configuration.
