Problem:

When I try deleting the User Configuration folder of Test User 6, whom I moved into the new user group in our development environment, I get the following error message:
Error Deleting Selection
Data changes to the contents of section sets are not allowed without creating a new version record

Solution:

Try to remove individual items from the User Configuration folder under that specific user from the bottom up. After removing the contents of Tasks and Tasks itself, I was able to remove the User Configuration folder.
