How to configure ELN to have Notebooks created by administrators but not by users?

Solution:

Login into ELN as administrator and disable Inherits Security for Chemistry Notebook collection type. Go to Collection Properties and in tab Collection Security remove all permissions for Everyone.

For each newly created Notebook administrator should manually give a user full control privileges otherwise it will not be available for the user.
