Problem:

Chinese characters appear garbled in the titles/page name.


Solution:

Chinese characters appear garbled in the titles/page name.

Follow below steps to resolve the issue
1). Go to Control Panel/Region and Language/Administrative and select "Change System Locale". Select one of the Chinese options.
2). Reboot your machine. You should now see Chinese words and other names correctly. http://superuser.com/questions/480040/why-do-chinese-filenames-displays-as-boxes-in-windows-7
