Can other users from the same user group close a project owned by somebody else in the user group?

Can other users from the same user group close a project owned by somebody else in the user group?

Please Assign explicit transition privileges for closing the project collection type on corresponding User Group.

Note: All the users in the User group should have read privilege on the User Group then only the above assigned transition privilege will work
