Why are users with Administrative rights unable to review experiments? When revoking the admin rights they are listed as reviewers.

If the user is a non administrative group member then ideally the user can be made reviewer - provided both groups (reviewer and reviewed) have the transition security correctly defined and the reviewer has read access to the experiment.

However, if the user is an administrative user, ELN does not allow reviewing of experiments by design. This is because System Admins are typically IT/ non-science individuals. System Admins should not be reviewing or approving data. They can only push Collections through the system, not have Experiments assigned to them for review.
