How to start E-Notebook application so that it opens a target collection?

This can be done from the command line. The syntax is:

"Your path to the ENContainer.exe" /PATH "Paste text reference to a collection from clipboard here; the collection key number is normally DOUBLE quoted, just make it SINGLE quoted"

Note the double quotes in this syntax.

Here is an example:

"C:\Program Files\CambridgeSoft\E-Notebook 11.0\bin\ENContainer.exe" /PATH "<collection key='375' />"

You can create a .BAT file to have a clickable link, or to email it to another user.
