"Assigned Permissions" button in properties dialog only available for objects where user has "full control" permission

In the default configuration of E-Notebook9, a non-administrative user account can not set the "Assigned permissions" (in the Collection properties) of any notebook that he/she creates.

Solution:

The [Add] butt is only visible for a user who has "Full Control" permissions in the collection. In the default configuration, when a user creates a new notebook, the user will not have "Full Control" permissions on the notebook.

The "Owner Full Control" listener can be used to change the default behavior, so that users will have Full Control permissions on objects that they create.
