Signals Notebook: Can I restrict the experiment creation for users in a specific Notebook?

Solution: It is at the end of day, a redundant layer of organization we implemented in the product just to make it more paper notebook like. Hence we cannot force/mandate anyone to create an experiment within a notebook.
