Problem:
Tools like Property Control, Action Control, Filters not visible in the Text Area.
Solution:
If this problem only occurs for some users, check the Compatibility mode for Text area:
1). Log on to Professional Client using the credentials for the user having this issue.
2). Go to Tools>>Options>>Compatibility
3). In the Right Panel, confirm Use 3.0 Text Area is unchecked.
The user may need to log off and log back in again.
