Signals Notebook: I cannot export all material records at once to csv file. What could be the cause

There is a limitation for 5000 Material items to be exported in Signals product, so it is expected behavior.
Export selected button is grayed out and unavailable to use until at least one record is selected. A maximum of 5000 records can be selected and exported at once.
As alternative, there is also an API available to export the details and information from Signals.
Similarly for importing or updating the limitation is:
- The maximum file size for bulk import and update of all material types is 300 MB. Files over 300 MB can't be imported and uploaded, maximum size has been exceeded message displays.
- The import and upload file can contain a maximum of 5000 records for bulk import and update at once.
