Image Artist: Why can I not establish a connection from Harmony v4.9?

In Harmony 4.9 it is not possible to establish a connection to a Image Artist system to allow file transfer.

On attempting to establish a connection you will typically see the error:

Cannot establish connection to Columbus.
Please check the Columbus account information.
There was no endpoint listening at http://ip_address:8081/axis2/services/CCInterface2 that could accept the message.
This is often caused by an incorrect address or SOAP action.

A Harmony software patch is required, this negates the need for the SOAP Web Service that previously featured in Columbus. 

Please raise a case with the HCS Technical Support team and request the patch "4.9.2137.273_Patches\Columbus Transfer Fix".

The patch is not required for Harmony versions 5.0.2012.1957 and higher.
