Signals Notebook: User cannot see All Users group

Change in August 2022 Update: By initial design, the All Users System Group was not visible to end users, for example when choosing who to Share an Experiment with. However, we had a bug whereby this group became visible for tenants created after the bug was introduced. We see this as a minor security issue and have fixed the bug, but some users may have used the ability to share with All Users.

How to recognize: A user may report that the All Users group has disappeared.

What action to take: The admin should set up a group with the users they want, and maintain it.
