How can I create an arc or circle with breaks?

You can use a solid colored object to create the appearance of a break. The colored object should be the same color as the background. For example, place a solid black box (Drawing Elements tool) over a portion of the arc or circle. Then use the Color menu to color the solid box to color the box the same color as the background. You may need to use the Color Palette (File menu) to add the desired color to the Color menu.
