Signals Notebook: Is it possible to restore trashed content for non admin users

In the case of content being deleted which a user with which this content was shared, can the user restore it? 

Only users with full control of the content can restore or revert from trash items. If the creator User A shared the content with full control to user B and trashed it, user B will be able to restore it.

Note: If the shared content is within another content such as an experiment inside a notebook, the user whom it was share with will not be able to restore. Also users with read or write access cannot restore trashed content.
