Details:

Anonymous user could not browse to the Folder with Browse and Access permission

 

Solution:

By default "Everyone" group has access to the root Library folder and the Guest user is not the member of everyone group.
In order for the anonymous users to be able to browse to the folders they should also have browse+ access to the root Library folder or they should have the exact url for the respective folders
