Details:

During the initial extraction, this message appears because security does not allow extracting to the selected location. Changing the location will not help because the subsequent installation steps will also be disallowed by security.

To avoid this, make sure you run the installer by right-clicking on the executable file and selecting "Run as Administrator".  An IT person or some one with administrative rights needs to perform the installation and activation if you do not have this option.
