Signals Notebook: Users can't delete the chemical drawing from their experiments

Details: The users could see the 'Trash' can icon in the chemical drawing element before. But now the icon is not available to some users, and they can't delete the drawing.

Solution: Administrators can mark an information element as mandatory in the experiment template. This will remove the 'Trash' icon from the element. Only users with the 'Trash Mandatory Entities' privilege will be able to delete the elements.
