The map charts in Spotfire require access to external URLs in order to be displayed, and many users Web Player machines have restricted access to the Internet. They can try adding the URLs to the Trusted Sites section of Internet Explorer, and if that doesn't work then they will need to work with their IT/Security team to set up a proxy server to allow access to these URLs.
If they are only interested in using the shape file data then there are ways to configure the program to not try and access the external URLs.
Geoanalytics.tibco.com is hosted on cloudfront which has dynamic IP addresses. Each time Amazon adds a new location to improve latencies, you might have new ranges. Here is a (without warranty) list : https://forums.aws.amazon.com/ann.jspa?annID=2051 ( as of January 30, 014 ):

Question: Is there any way to use locally stored maps?
Answer: Unfortunately, that is not an option at this time. There are enhancement requests in place to change the way maps are rendered in Spotfire, but any changes are still in the early planning phase.
