Error in Spotfire analyst: “Could not load file or assembly 'netstandard"

Problem:

Unable to open Spotfire analyst after deploying Lead Discovery ChemCharts.  Spotfire Analyst gives below error message and terminates Spotfire. 

Error message: Global and user services could not be initialized. The application will close.

FileNotFoundException at Spotfire.Dxp.Framework:
Could not load file or assembly 'netstandard, Version=2.0.0.0, Culture=neutral, PublicKeyToken=cc7b13ffcd2ddd51' or one of its dependencies. The system cannot find the file specified. (HRESULT: 80070002)

Solution:

Lead Discovery Premium 3.0 requires Microsoft .NET Framework 4.7.2 or higher. To fix this problem .NET version need to be upgraded.
