Yes, you can set privileges so users in different groups can work in the same templates folder following these steps:
   1. Ensure the 'User Configuration' collection allows 'Templates Collections' in the 'Contained Reference Types'
   2. Navigate to the 'User Configuration' in the group and ensure a 'Templates' folder is present
   3. Ensure the group has 'Read and Write' privileges over the 'Templates' folder in the 'User Configuration'
   4. Copy the 'Templates' folder
   5. Navigate to each sub-group's 'User Configuration' and 'Paste Reference' (this way all new users will have access to the same Templates folder)
   6. Navigate to each user and 'Paste Reference' (this way all old users will have access to the same Templates folder)
