Signals Synergy: Activate Ideas from Synergy Configuration

Ideas allow the Sponsors to start with a Design and track the progress from conception to decision. 

• If this toggle is activated, users can create Ideas. If this toggle is deactivated, users cannot create new ideas but can search for and view existing ideas.
